General Functions and Responsibilities of the Department of Social Welfare and Community Development
The Social Welfare and Community Development Department plays a vital role in promoting social inclusion, community empowerment, and human development across the Sefwi Akontombra District. Its mandate covers both social welfare and community development interventions aimed at improving the quality of life for individuals, families, and communities.
- Facilitate community-based rehabilitation programmes for persons with disabilities (PWDs).
- Support the provision of comprehensive community care services such as:
- Registration and monitoring of persons with disabilities;
- Support services for the elderly and vulnerable individuals;
- Hospital and personal social welfare interventions;
- Rehabilitation and support for street children;
- Child survival and development initiatives; and
- Promotion of family stability and emotional well-being.
- Manage and maintain specialized residential care facilities within the district.
- Register, coordinate, and supervise the activities of non-governmental organizations (NGOs) operating within the district.
- Support the administration of justice by providing welfare assistance to children and adults in contact or conflict with the law.
- Register and supervise early childhood development centres to ensure proper standards of care and education.
- Coordinate and promote community development programmes aimed at enhancing the living standards of residents through initiatives such as:
- Mobilizing voluntary contributions and communal labour for projects including schools, water systems, libraries, and community centres;
- Training women in home management, parenting, and child care skills;
- Providing employable skills training and sustainable livelihood programmes for youth and women;
- Promoting literacy, adult education, and life-long learning initiatives;
- Offering entrepreneurship training and linking beneficiaries to financial institutions and business support services;
- Mobilizing and training community-based organizations and volunteer leaders as local change agents;
- Delivering extension services to governmental and non-governmental partners; and
- Facilitating community engagement and dialogue sessions under the Child Protection Toolkit programme.
Through these interventions, the department seeks to strengthen social protection systems, foster inclusive development, and empower communities to actively participate in their own growth and sustainability.
